JIC Recovery Release No. 11 - Typhoon Mangkhut Recovery Efforts Continue

The Emergency Operations Center (EOC) continues 24/7 operations in support of recovery efforts

Guam Power Authority (GPA)
Initial priorities have been met -- power has been restored to the Guam Memorial Hospital, Public Schools, Water Wells, the A.B. Won Pat International Airport Authority, Port Authority of Guam. With those initial priorities met, those resources will now be shifted to augment ongoing efforts to address residential and commercial customers in the Northern, Central, and Southern. 

Guam Waterworks Authority (GWA)
As of 7 a.m., GWA reported 8% of the island is pending water restoration. GWA crews are working with the EOC to coordinate power restoration or generator power to downed water wells.

Shelters 
The Guam Department of Education schools are no longer being used as emergency shelters. There are currently 312 people in the Astumbo Gym, Tier II shelter. Dededo Mayors Office personnel continue to assist with shelter efforts until assessments can be made with partner agencies like the American Red Cross to review what damage the homes incurred and what can be done at a local level, first. 

The Guam Housing Corps has been tasked with lead recovery efforts in the transition from Tier II shelterees back to their homes. Residents seeking this assistance will need to be assessed, please proceed to the Astumbo Gym for more information. 

Those Seeking Assistance
Until such time a Presidential Disaster Declaration has been announced for Guam, federal assistance will not available from the Federal Emergency Management Agency (FEMA). Damage assessments are currently underway to determine if Guam meets the threshold for federal assistance, if any at all. 
Recovery begins at a local level first:
•    Residents whose homes have been severely damaged from Typhoon Mangkhut and need immediate shelter can report to the Astumbo Gym Tier II shelter. 
•    Those whose homes have incurred some damage but are safe to reside in are encouraged to document any damages by taking pictures, before beginning to repair it on your own. 
•    Do not wait for federal assistance. If you are able to safely clean or repair your home, do so after pictures are taken and the damages are recorded. 
•    If you require additional assistance at a local level, contact your respective village Mayors Offices, who can assist by working with the Guam Homeland Security/Office of Civil Defense Emergency Operations Center to request for support from private, non-profit organizations such as the American Red Cross and the Salvation Army, as well as reach out to volunteers in the Guam Volunteer Organizations Active in Disaster (VOAD). 
It is important to remember that federal assistance, although it can be requested, may not always be awarded. 

Department of Public Works (DPW)
DPW crews have cleared major thoroughfares yesterday and are working on clearing smaller, village roads today. 

Guam Environmental Protection Agency (GEPA)
EPA issued beach advisories for ALL public beaches. Residents and visitors are advised to stay out of the water until sample results are cleared. 

National Weather Service (NWS)
NWS has issued a high surf advisory for Guam, Rota, Tinian, and Saipan, in effect until 6 p.m. Saturday. Hazardous surf of 8 to 10 feet along west facing reefs through Friday. Rip currents will be life threatening. Residents and visitors are advised to avoid venturing near exposed reef lines and beaches, especially those facing west. Large breaking waves can knock you down and cause serious injuries. Strong rip currents will be life threatening. The community is advised to avoid the water until these conditions subside.
