JIC RELEASE NO. 157 - End of Day Results: Two Test Positive for COVID-19 by DPHSS;Governor Signs Executive Order 2020-19;Expanded COVID-19 Testing Offered in the Villages; Updated Hours of Operation for DPHSS Medical Triage Hotline

COVID-19 test results are reported from multiple labs at varying times of the day. The cumulative total from all labs will be reported on a nightly basis, unless unavailable. The following breakdown provides cumulative COVID-19 test results for Tuesday, June 2, 2020:

The Department of Public Health and Social Services (DPHSS) tested 29 individuals for COVID-19 on Tuesday, June 2, 2020 with conclusive results. Two tested positive through DPHSS and 27 tested negative for SARS-CoV-2. 

To date, there have been 177 cases confirmed through COVID-19 testing provided with 5 deaths, 148 released from isolation, and 24 active cases. New criteria for release of cases from isolation were implemented on May 22. For persons having symptoms, at least 10 days have passed since recovery defined as resolution of fever without the use of fever-reducing medications and improvement in respiratory symptoms (e.g., cough, shortness of breath) and any other symptoms attributed to COVID-19 infection AND at least 10 days have passed since symptoms first appeared—or, with recurrent symptoms, at least 10 days have passed since recurrent symptoms appeared—AND at least 14 days have passed since the date of their first (or most recent) positive COVID-19 diagnostic test. For persons without symptoms, at least 14 days have passed since the date of their first (or most recent) positive COVID-19 diagnostic test assuming they have not subsequently developed symptoms since their positive test.


Governor Signs Executive Order 2020-19
Today, Governor Lou Leon Guerrero signed Executive Order (EO) 2020-19 relative to safely addressing the critical shortage of personal protective equipment necessary for responding to the COVID-19 public health emergency. This guidance will be limited in duration and will expire no later than July 15, 2020.  

Under EO 2020-19, DPHSS may develop and adopt temporary guidance to the Guam Customs and Quarantine Agency (CQA) to allow for the importation, distribution, and sale of specific COVID-19 related commodities. DPHSS and CQA will ensure that such commodities meet the criteria of this temporary guidance for the category of importation. 

It will be the responsibility of the manufacturers, importers, and consignees to ensure that all COVID-19 related commodities intended for consumer use meet all the criteria of the DPHSS temporary guidance. All commodities that fail to comply with the provisions of the temporary guidance may be refused entry and either destroyed or sent back to the point of origin at the owner’s, importer’s, or consignee’s expense. The satisfaction of all the criteria under the DPHSS temporary guidance will not relieve the owners, importers, or consignees of any of their obligations under federal law. 


DPHSS Guidance Memo 2020-12 
DPHSS has issued DPHSS Guidance Memo 2020-12 relative to a revised minimum requirements for dine-in restaurants. 

The revised guidance amends/adds the following provisions:

  • recommends covering chairs if made of fabric and other porous materials with non-porous material for easy cleaning and disinfection or disposable coverings as an alternative (such as paper coverings);
  • exempts booth seating from the 6ft separation requirement provided that physical barriers are installed between booths or existing barriers are tall enough to adjacent parties;
  • to the extent feasible, requires staff to maintain 6 ft separation; and
  • requires customers to utilize hand sanitizer or wash hands upon entry.

Expanded COVID-19 Testing Offered in the Villages
DPHSS has expanded their community testing to include additional villages starting June 3-23, 2020 (refer to attached flyer). Community testing encompasses both village-level outreaches that are free and open to all village residents as well as outreaches at more specific village locations open to walk-ups.

If your business has been in operation since March 2020, and you feel that your employees have been in contact or have had possible exposure to any frontline workers, please feel free to share this information with them and encourage them to go to any of the COVID-19 outreaches for testing. Individuals can also go to their private health care provider to request for a COVID-19 test.

The DPHSS Community Health Centers in Dededo and Inarajan, or the Central Public Health Center in Barrigada also provides COVID-19 testing.
