JIC RELEASE NO. 53 - Profiles of Earlier Confirmed Cases; Governor Signs Executive Order Nos. 2020-08 and 2020-09; Public Health Emergency Extended

The Department of Public Health and Social Services (DPHSS) tested 19 individuals for COVID-19 on Saturday, April 4, 2020 with conclusive results. Six (6) tested positive through DPHSS and 13 tested negative for SARS-CoV-2. Additional results will be provided later this evening once today’s test results are finalized. 

 

The DPHSS overall count also includes nine positive cases that were tested by the Naval Health Research Center (NHRC) in San Diego. To date, a total of 93 cases tested positive with 23 patients who have recovered and four deaths.

 

Preliminary Profiles of Confirmed Cases
Most of Guam COVID-19 known positive cases have epidemiological links to other confirmed cases. Profiles of the 93 confirmed cases include reports of nine positive confirmed cases received from the U.S. Naval Hospital that were tested through the Department of Defense and sent off island. As this is an evolving situation, information is subject to change.

Executive Order 2020-08
Today, Governor Lou Leon Guerrero signed Executive Order (EO) 2020-08 relative to establishing COVID-19 Response differential pay policy for employees working in support of the public health emergency. EO 2020-08 classifies categories 1 through 3 for pay differences: 

  • Category 1: 25% pay differential to essential employees in the course of their duties who are in direct contact or in close physical proximity to a population infected with COVID-19. 

  • Category 2: 15% pay differential to essential employees in the course of their duties who may come in contact or close physical proximity to a population infected with COVID-19. 

  • Category 3: 10% pay differential to essential employees whose positions do not allow them to telework and are mandated to perform their job duties at physical worksites in response to COVID-19.

Executive Order 2020-09
Governor Leon Guerrero also signed Executive Order 2020-09, relative to additional social isolation measures. Governor Leon Guerrero has extended the public health emergency until May 5, 2020. All provisions outlined in Executive Order Nos. 2020-03 through 2020-09 shall continue. 

 

As part of this directive, social gatherings of any type, whether public or private, are prohibited. Also covered by EO 2020-09 is the prohibition on consumption of alcohol on public premises. Essential businesses and government agencies shall require all employees and patrons wear face masks while on the premises. Businesses that conduct both essential and non-essential operations are limited to only conduct activities that are deemed essential as authorized in EO 2020-05.
