JIC RELEASE NO. 66 - Profiles of Earlier Confirmed Cases; Road Closure Traffic Flow Plan in Effect Saturday; GHURA Awarded $2.6M in CARES Act Funding


The Department of Public Health and Social Services (DPHSS) tested 34 individuals for COVID-19 on Thursday, April 9, 2020 with conclusive results. Three tested positive through DPHSS and 31 tested negative for SARS-CoV-2. Two additional cases have been confirmed through Diagnostic Laboratory Services (DLS). Updated results will be provided later this evening once today’s test results are finalized. 

Preliminary Profiles of Confirmed Cases
Most of Guam COVID-19 known positive cases have epidemiological links to other confirmed cases. Profiles of the 130 COVID-19 cases include two clinically diagnosed cases, reports of 11 confirmed positive cases received from the U.S. Naval Hospital that were tested by the Naval Health Research Center (NHRC) in San Diego, and three confirmed positive cases through DLS.

To date, a total of 130 cases tested positive and two were clinically diagnosed with 41 recoveries and four deaths. As this is an evolving situation, information is subject to change with little to no notice.

Road Closure Traffic Flow Plan
Governor Lou Leon Guerrero has signed Executive Order No. 2020-10 relative to the reservation of road access for essential business and activities in a public health emergency. Pursuant to Section 19502, Article 5, Chapter 19, Title 10 of the Guam Code Annotated, DPHSS has executed a Road Closure Traffic Flow plan to ensure that certain designated public roadways are reserved for access only by those individuals who are participating in the essential functions and activities authorized since Executive Order No. 2020-04. Road closures are effective Saturday, April 11, 2020 and will occur from 10 a.m. to 10 p.m. daily. The Guam National Guard has been mobilized to support this effort. Motorists may be stopped and asked the purpose of their travel. Travel should be limited to going to and from work, a medical facility, grocery store, or other essential activity. Motorists traveling for essential reasons will not be required to display decals or placards on their vehicles at any time. 

Road closures are as follows: 

  • Route 1 Dededo by Lucky Supply 
  • Route 1 East Hagåtña by former Shens Furniture (Oasis Center)
  • Route 1 Asan by Calvary Chapel 
  • Route 8 Barrigada by Shell Gas Station

DWI Checkpoints Ongoing
The Guam Police Department will continue conducting checkpoints for those Driving While Intoxicated (DWI) through April 30, 2020. Areas of concentration for the DWI checkpoints follow:
  • Rt. 1 Marine Corps Drive, from Dededo to Hagatna
  • Rt. 16 Army Drive, from Harmon to Barrigada
  • Rt. 10 Vietnam Veterans Memorial Highway, from Barrigada to Chalan Pago
  • Rt. 4 Chalan Kanton Tasi, from Hagatna to Chalan Pago
  • Rt. 14 Chalan San Vitores Tumon


GHURA CARES Act Funding
The Guam Housing and Urban Renewal Authority (GHURA) has been awarded over $2.6 million in Coronavirus Aid, Relief, and Economic Security (CARES) Act funds for COVID-19 relief efforts to be used for non-profit and government service providers to reinforce their efforts to bring relief and services to the homeless, individuals with disabilities, renters and homeowners. Combined with GHURA’s 2020 funding, over $6 million is now available for efforts to serve low- and moderate-income populations. To make the best use of these funds, GHURA will be consulting with government and community health authorities. The funds are available through the Community Development Block Grant and the Emergency Solutions Grant. 

GHURA encourages government and community organizations to send letters of interest to Chief Planner Katherine Taitano at katherine@ghura.org for the use of these funds. The community is also encouraged to make suggestions for the use of funds to the same email address.
